Zelenskyy enacts NSDC sanctions against Rosbank, Central Election Commission, Russian politicians and parties
The list includes family members of Russian oligarch Potanin

President of Ukraine Volodymyr Zelensky has enacted the decision of the National Security and Defense Council of April 22 on the application of personal and economic sanctions.
Source. The relevant decrees No. 235/20223 and No. 23/2023 were published on the President's website, Interfax-Ukraine reports.
The list of persons against whom sanctions have been imposed includes 40 individuals, including 25 Russian citizens, four Swiss citizens, two Iranian citizens, one person of unspecified citizenship, and eight citizens of the Republic of Mali. The list includes family members of Russian oligarch Vladimir Potanin.
Among the Malian citizens against whom sanctions have been imposed are:
- Kidal Ahmed Ag Albachar, President of the Humanitarian Commission of the Bureau of Regional Administration and Management,
- Deputy Head of the Regional Coordination Staff of the Operational Coordination Mechanism in Gao Mahri Sidi, Amar Ben Daha,
- Member of Parliament Mohamed Ould Matali
- Sheikh Mohamed Ousmane Ag Mohamedoun.
At the same time, the sanctions against the Malian nationals are imposed until August 31 this year and include asset freezes, transit and visa suspensions.
The remaining 32 people are subject to 10-year sanctions, which also include a complete cessation of trade operations, revocation of licenses and contracts, a ban on participation in privatization and acquisition of land in Ukraine, and technology transfer.
Sanctions for 10 years were also imposed on 60 legal entities, including 8 Swiss companies, 5 French companies, two registered in Cyprus, one in the British Virgin Islands, one in the UAE, one in Malta, one in Luxembourg, one in Armenia, one in Germany, one in Spain, one in Taiwan, one in Singapore, and the rest in Russia.
Also on the list is the so-called "Ministry of Civil Defense, Emergencies and Disaster Relief of the Donetsk People's Republic," established in the occupied part of Donetsk Oblast.
Russian legal entities include the Central Election Commission of the Russian Federation, the New People party, the Liberal Democratic Party of Russia, Just Russia – Patriots for Truth, and the Communist Party of the Russian Federation.
The list also includes the Russian development company VTB-Development, VTB-Project LLC, VB-Service LLC, Rosbank PJSC, Far Eastern Bank JSC, Tula Plant PJSC, Megacom LLC, Citybike JSC, Interros Holding Company, Gorynin Research Institute Prometheus, and Rigel JSC.
The second list of sanctions includes 322 Russian companies, mostly radio electronics and communications companies. Sanctions against them were also imposed for 10 years.
Background. Recently, it was reported that Zelensky imposed sanctions against Russian athletes and IT holdings, including Yandex, among the companies sanctioned.
