Expenditure from the general fund of the state budget in May reached 277.7 billion UAH – MoF
The most significant portions were allocated for payroll – 99.1 billion UAH, and for the consumption of goods and services – 65.3 billion UAH

For the period of January-May 2023, the total cash expenditure from the general fund of the state budget amounted to 1,143.2 billion UAH. In May, the expenditure reached 277.7 billion UAH. This is evidenced by data from the monthly reports of the State Treasury Service of Ukraine dated 15 June 2023.
This is reported by the Ministry of Finance of Ukraine.
It is noted that, in the structure of expenditures, the most significant amounts were directed towards payroll with accruals, or 41.2% of total expenditure – 470.6 billion UAH (in May – 99.1 billion UAH), spent between January and May 2023. Specifically, 366.4 billion UAH (in May – 76.6 billion UAH) was allocated for the monetary maintenance of military personnel. In addition, 280.4 billion UAH was spent on the consumption of goods and services, or 24.5% of total expenditure (in May – 65.3 billion UAH).
This includes: 190.9 billion UAH – for supporting the Armed Forces of Ukraine (purchasing military equipment, weapons, ammunition, defence products, personal protective equipment – helmets, bulletproof vests and other special equipment); 55.8 billion UAH – transferred by the National Health Service of Ukraine for implementing the state guarantees program of medical services to the population.
As reported by the Finance Ministry, funds were also allocated for social security (pension payments, allowances, scholarships) or 19.4% of total expenditure – 221.8 billion UAH (in May – 44.1 billion UAH). Specifically, this included a transfer to the Pension Fund for financial provision of pensions, allowances and pension increases – 113.3 billion UAH; for payments by the Ministry of Social Policy for social protection of children and families, citizens who find themselves in difficult life circumstances, as well as for supporting low-income families – 80.5 billion UAH.
Besides, 62 billion UAH (in May – 15 billion UAH) was allocated for transfers to local budgets, or 5.4% of total volume; and also 83.8 billion UAH (in May – 45.7 billion UAH) – for servicing the public debt, or 7.3% of the total volume.
