This was reported by William Burns, Director of the Central Intelligence Agency.
"We see some very disturbing signs that the russians are considering types of false flag operations... they are looking at ways they can attack shipping in the Black Sea and then try to blame it on the Ukrainians," the US representative explained.
Burns added that similar operations had been observed prior to a full-scale war against Ukraine by russia.
