putin said that russian troops retreated from Kyiv in the spring of 2022 because "they were asked to"
He did not specify who asked for the withdrawal, adding that he did not want to disclose the details of the agreements

During the russian-African summit, russian dictator putin said that russia is committed to "peaceful resolution of any disputes," so it took up the offer and withdrew its troops from Kyiv in the spring of 2022 to be ready for negotiations.
This is how putin explained to African heads of state the retreat of the russian military from the Ukrainian capital.
"In fact, a draft of this (peace) treaty was agreed upon, but after the withdrawal of our troops from Kyiv – and we were asked to do so to create conditions for the conclusion of the final treaty – the Kyiv authorities abandoned all previous agreements," putin said.
He did not specify who had asked for the withdrawal, adding that he did not want to disclose the details of the agreements and considered such a move "incorrect."
During his speech, putin said that the war in Ukraine was initiated by the West, which "dragged Ukraine into NATO." putin emphasized that Ukraine's neutral status is of fundamental importance to russia.
Earlier, the russian dictator complained that negotiations between russia and Ukraine were not taking place through Kyiv's fault.
Background. As reported, putin is trying to cover Africa with free arms supplies and the write-off of longstanding billions of dollars in debt.
