Colonel Martin O'Donnell, a spokesman for the US Army in Europe and Africa, told the publication that all Ukrainians who trained on tanks with the US military in Germany have also returned to Ukraine.
"We have fulfilled the agreement. From this point on, it's up to them [Ukraine] to determine when and where they provide that capability," O'Donnell said.
Military officials say it may take some time before the Abrams are sent to the battlefield, as Ukrainian forces verify the availability of necessary support elements and determine when and where to use the tanks to have the greatest effect against Russian forces.
"I think Ukraine will be very deliberate about when and where it uses it," O'Donnell said. – The Abrams tank is a great armored vehicle, but it is not a silver bullet. Ultimately, it's Ukraine's determination to break through that matters most."
The first batch of American-made Abrams tanks was delivered to Ukraine late last month, Ukrainian President Volodymyr Zelenskyy said.
The delivery was faster than anticipated and in time for possible use in the final weeks of Kyiv's counteroffensive against Russian forces before the onset of winter.
The United States promised to provide Abrams tanks earlier this year, and European countries pledged to supply German Leopard 2 tanks, which Berlin was reluctant to approve without a similar commitment from the United States.
