Norway allowed direct sales of weapons and defense products to Ukraine

The Ministry of Foreign Affairs emphasizes that licenses for direct sales will be issued only on a case-by-case basis, and all applications will be carefully reviewed

Norway allowed direct sales of weapons and defense products to Ukraine

The Norwegian government has decided to allow direct sales of arms and defense products from the Norwegian defense industry to Ukraine.

According to a report published on the Norwegian government's website, this permission will come into force on January 1, 2024, Interfax-Ukraine reports.

"In the extraordinary security situation that has developed as a result of Russia's aggressive war, it is extremely important for us to continue to support Ukraine. Supporting Ukraine is important for Norwegian and European security. We have to plan for the possibility that the illegal war of aggression may continue. That is why the government has decided to allow direct sales of weapons and defense products from the Norwegian defense industry to Ukraine," said Norwegian Foreign Minister Espen Barta Eide.

At the same time, the government will allow direct sales of arms and defense products to Ukraine, provided that the exports meet the requirements for verification of needs and end-user control.

"This change means that we are defending Norway's fundamental interests in defense and security policy together with our allies. The government is using a number of tools to promote the important role of the defense industry in the current security situation," said Norwegian Defense Minister Bjørn Arild Gram.

It is noted that Norwegian companies can apply to the Norwegian Ministry of Foreign Affairs for an export license to directly sell weapons and defense products to Ukraine.

At the same time, the Norwegian Foreign Ministry emphasizes that export licenses for direct sales will be issued only on a case-by-case basis. All applications will be carefully reviewed and evaluated in accordance with the following criteria:

  • direct sales of arms and defense products may be made only to the Ukrainian authorities;
  • applications must contain documentation and government guarantees regarding the end use and end user, and include a clause on re-export (onward transfer);
  • transportation and delivery of arms and defense products must be carried out via safe and established logistics routes;
  • applications are reviewed in accordance with Norwegian export control regulations and Norway's obligations.

Background. As a reminder, Norway will provide Ukraine with NASAMS air defense systems. Norway also became the first country to adopt a long-term support program for Ukraine.
