Donald Trump's supporters' organisation, the America First Policy Institute, has published a book outlining a national security strategy with the expectation that Donald Trump will win the US presidential election. The publication is intended to protect the politician from the mistakes he made during his first term, when he took office unprepared.

The book offers some guidance on how a future Trump administration might approach Russia's war against Ukraine. Trump has said that if elected, he will resolve the conflict before his inauguration in January, but has refused to say how.

Although the book focuses more on discussing how the conflict unfolded than on how to end it, it does state that the US should provide future military assistance to Ukraine only if it agrees to peace talks with Russia.

The book predicts that the Ukrainian army is likely to lose ground over time and advises the US not to continue "sending weapons into a stalemate that will ultimately be difficult for Ukraine to win. But once a peace deal is concluded, the US will continue to arm Ukraine as a deterrent to Russia.

The authors seem to endorse the concept that Ukraine "will not be asked to give up the goal of regaining all of its territory", but that Kyiv should agree to diplomacy "understanding that this will require a future diplomatic breakthrough that is not likely to happen before Putin leaves office".

The authors acknowledge that Ukrainians "will find it difficult to accept a negotiated peace that does not return all of their territory or, at least for the time being, hold Russia accountable for the carnage it has inflicted on Ukraine. Their supporters will not agree to that either.

In addition, Russia may be offered sanctions relief, but at the same time, a special "tax" will be introduced on sales of Russian energy resources to finance the reconstruction of Ukraine.
