Details. The formal reason for such actions is the fight against Ukrainian saboteurs and the prevention of possible "terrorist attacks".

What does it mean. The GUR states that this is how the Putin authorities are trying to react to the panic among Russian citizens who illegally moved to the Ukrainian Crimea after February 2014. The occupiers are trying to stop the flow of refugees from the peninsula.

It is noted that in recent weeks, after the February invasion of the Russian army in Ukraine, there has been a trend towards the outflow of Russian citizens from the Crimea.
