What happened? “The General Assembly will be convened automatically whenever the veto is used in the Security Council, within 10 days to debate the veto situation, except when the matter is considered at an emergency special session of the United Nations General Assembly,” it is said in the draft resolution.

In detail. “Nearly 40 countries, including Ukraine and, what is important, the United States, a veto-free country, launched today a practical veto initiative aimed at enhancing the role of the UN General Assembly, strengthening multilateralism and ensuring accountability mechanism between UN bodies according to the Charter of the United Nations,” Kyslytsya stated.
He noted that in recent years, there had been a significant increase in the number of vetoes with far-reaching consequences for the work of the UN, in particular the effectiveness of the UN Security Council, which in accordance with Article 24 of the Charter acts on behalf of and accountable to UN member states.
According to the draft resolution, which could be approved in April, the General Assembly will be convened automatically whenever the veto is used in the Security Council, within 10 days to debate the veto situation, except when the matter is considered at an emergency special session of the United Nations General Assembly.
“The Soviet Union was the first country to veto the UN Security Council in 1957. Since then, the Soviet Union and russia, which seized the Soviet Union's seat in a way not specified in the UN Charter, have been absolute champions in the number of vetoes. At the same time, the United Kingdom hasn't used vetoes for more than 30 years,” Kyslytsya reminded.
According to the draft resolution, the Security Council will be invited to submit a special report to the General Assembly on the veto usage, at least 72 hours before the General Assembly session, where it will be possible to decide on the solution of the situation in case of the collective political will of UN member states.
This mechanism will take effect immediately after the resolution is approved at the 76th session, and starting from the 77th session a new permanent item called “Veto usage” will be added to the agenda of the General Assembly.
