UPDATED:
On March 26, 2022, the government approved a resolution according to which bulletproof vests and helmets purchased abroad by volunteers are equated to humanitarian aid. In addition, the Cabinet of Ministers simplified the procedure for importing non-civilian goods into Ukraine, including portable radios, night vision devices, drones, and quadcopters.
To do this, it was necessary to have a letter of guarantee from the end user of such goods (military authority, law enforcement agency, military formation or other entity engaged in the fight against terrorism in accordance with the law).
