MPs propose to allow changing prices in procurement contracts – bill
This refers to documents concluded from July 1, 2020 to February 24, 2022

MPs from the Servant of the People party (Oleksiy Movchan, Roksolana Pidlasa, Olena Shuliak, Andriy Motovylovets) have registered bill No. 9027 on the possibility of changing the terms of a procurement contract.
The MPs propose to allow changing the price of procurement contracts concluded between July 1, 2020 and February 24, 2022 by mutual agreement. This need is explained by inflation, which has exceeded 30% of the pre-war economy since the beginning of the full-scale invasion. "The increase in consumer prices has affected the fulfilment of procurement contracts for works and services, in particular for engineering, construction, and repair," the explanatory note says.

The proposed amendments to the Law of Ukraine "On Public Procurement" will help avoid the risks of non-fulfilment of contracts, the authors assure.
It is worth noting that the amendments will increase the price of the procurement contract (without changing the scope of work and without changing its quality) by no more than 50%. The relevant adjustments and re-approval of the construction project must be documented by an expert organisation authorised to conduct such examinations.
