The Ministry of Economy intends to cancel some regulatory acts in the field of labour protection – draft law
This refers to insurance of employees performing high-risk work, which will lead to the abolition of the permit system

The Ministry of Economy has prepared a draft law on deregulation in the field of labour protection by changing the permit system to a system of insurance for employees performing high-risk work.
The text of the draft law, together with supporting documents, has been published on the website of the Ministry of Economy.
Currently, to obtain the right to perform hazardous work, you need to obtain permits. This is a rather lengthy and expensive procedure due to the high cost of the examination of the state of labour protection and safety of industrial production of a business entity. At the same time, the procedure in many cases is formal and difficult to verify, the Ministry of Economy notes.
"Even with a positive expert opinion, it is not guaranteed that safe conditions will be created, in particular for the performance of high-risk work, due to the lack of sufficient motivation for the employer to create them, including financial (for example, the obligation to compensate the employee for the damage caused)," the Ministry emphasises. And the state pays for accidents (from January 1, 2023, the Pension Fund of Ukraine is the authorised body in the system of compulsory state social insurance).
The Ministry proposes to introduce an insurance system instead of permitting procedures. The employer will enter into an additional life and health insurance contract for employees performing high-risk work. This will reduce the number of injuries, as well as regulatory pressure on businesses, and increase the level of guarantees for compensation for victims of accidents.
