MPs propose to exempt imports of explosives and radar stations from customs duties and VAT – bill
According to the document, the preferential conditions will be valid until the end of martial law and for another three years after its lifting/termination

The Verkhovna Rada has registered bills No. 9061 and 9062 on amendments to the Tax and Customs Codes regarding the import of goods for security and defence needs during martial law.
MPs Maksym Yefimov, Danylo Hetmantsev, Yegor Chernev and others propose to exempt from customs duty and VAT the importation of goods for the Ministry of Defence, the Armed Forces, the Defence Intelligence of Ukraine, and other military formations into the customs territory of Ukraine until the end of martial law and for another three years after its lifting/termination. This includes the import of gunpowder, explosives, special chemicals for the production of ammunition, electronic intelligence and electronic warfare equipment, special purpose vehicles, radar stations, mobile repair shops used for defence purposes, warships and boats. It is worth noting that the document also provides for preferential importation of defence goods after repair and/or maintenance.
In addition the MPs intend to exempt VAT on the supply of services related to military software, the international transfer of which is subject to state control, namely:
- services for the development, modification, testing and/or technical support of software,
- documentation development services for the purposes of development, modification, testing and technical support of such software and/or
- granting intellectual property rights to the software, including under licence agreements.
The preferential terms for these products will be valid until the end of the month in which the martial law is lifted/terminated.
Previously. President Zelensky signed a law exempting imported copters, thermal imagers, and handheld transceiver from customs duties and VAT.
