Over two years, more than 1.2 billion UAH was allocated for shelter provision, of which 900 million UAH was in 2023. These funds were managed by the district administrations of the city of Kyiv, whose work on this issue was extremely unsatisfactory.

This was stated by Kyiv Mayor Vitali Klitschko at a meeting of the capital's permanent commission on technogenic-ecological safety and emergencies.

He emphasised that 9 out of 10 district heads were representatives of the Servant of the People party who independently managed the allocated funds, and also added that the mayor cannot influence them by means of dismissal or reprimand, since they had been appointed by the head of state. In addition, Klitschko stated that the head of the Kyiv City Military Administration is also appointed by the president.

"At the end of June, we will summarise the utilisation of funds for shelter provision. And appeals to the president for suspension or dismissal may apply to other district heads," he said.

Despite this, Klitschko stressed the joint responsibility of all city services, as well as his own.

It was reported that a decision had been made for round-the-clock access to shelters, which is mandatory for all institutions and establishments. On June 8, the Kyiv City Council will appeal to the parliament to establish liability for preventing people from entering and improper functioning of the shelters.

Background. Mind previously reported that on June 1 in Kyiv, the management of a clinic was detained, to which people could not get shelter during the shelling. As a result, three people died, including a nine-year-old girl.
