The Cabinet of Ministers has approved a two-year pilot project to improve the provision of housing subsidies to the population

The Cabinet of Ministers has endorsed a two-year experimental project to refine the procedure for granting housing subsidies to the population, agreeing with the proposals from the Ministry of Social Policy and the Ministry of Digital Transformation.

This was announced on the Government's official website.

According to the resolution, the Pension Fund of Ukraine is to provide: technical infrastructure for processing and storing information about individuals applying for housing subsidies; provision of monthly information to the Ministry of Finance about subsidy recipients for verification; technical changes to the web portal to improve the submission of subsidy applications; data processing of personal information; and technical refinement of the unified state web portal for submitting subsidy applications, as well as providing information necessary for the appointment of housing subsidies to the population, through the electronic systems of local government bodies and other organisations.

The implementation of the experimental project includes the following stages:

1. The applicant, who could be a Ukrainian citizen, a foreigner, or a stateless person legally residing in Ukraine, submits an application to receive a housing subsidy.

2. Within 5 working days, the Pension Fund forwards a simplified application and necessary information about the applicant's household members and family members of the people from the household, required for the creation of the application and income and expense declarations.

3. The Pension Fund authorities check the compliance of the households with the requirements and compile a completed application and declaration within 10 working days.

4. The Pension Fund authority informs the applicant about the decision on the housing subsidy and the reasons for refusal within 3 working days, and also provides information on how to challenge the decision.

5. The notification, along with the compiled application and declaration, is sent via the applicant's personal e-account, mobile application, Diia portal, or to the applicant's email.

6. The decision made by the Pension Fund of Ukraine regarding the appointment of a housing subsidy is considered final, and the application and declaration are forwarded for the preparation of payment documents.

7. Upon detection of unreliable data or discrepancies in the application or declaration, which affect the assignment or size of the housing subsidy, the provision of the subsidy is halted, and an additional check is carried out.

8. If the utility service managers do not provide information about the fee within five working days, the subsidy for the corresponding type of service is not assigned.

9. The Pension Fund informs households about the possibility of receiving a subsidy based on processed information from the insured persons register.

10. Information about individuals who make up the household and the assigned subsidies is entered into the Unified Social Register by the Pension Fund.

11. Electronic interaction is carried out through the Trembita system.

12. The provisions do not limit citizens' rights to apply for or terminate the subsidy.

The respective experimental project was established by the Government on 13th June.
