putin admits that he paid over $2.3 billion to the PMC from the russian budget

The Ministry of Finance of Ukraine is calling on the international community to recognize russia as a high-risk jurisdiction and provide appropriate market recommendations to avoid facilitating the financing of terrorism and organized crime.
Source. This is stated in the message of the Ukrainian Ministry of Finance.
In particular, the publication drew attention to the fact that yesterday russian president putin said in his speech that russia fully financed the Wagner PMC from the federal budget and paid a total of more than $2.3 billion over the past year.
Ukraine's Finance Minister Serhiy Marchenko called on the Financial Action Task Force on Money Laundering (FATF) and the global financial community to take a consolidated position to counter the threat to the integrity of the global financial system and international business from russia:
"russia's funding of the ultra-violent Wagner PMC is no longer a secret. By funding Wagner, russia is exporting torture, rape and mass murder around the world. This not only violates FATF standards, but also poses a serious challenge to global peace and security," Marchenko emphasized.
He pointed out that if the international community failed to properly impose sanctions on russia and maintained russia's access to the global financial system, "we contribute to further destruction and undermine the international order established to protect us all."
Background. As reported, some Chinese exporters have stopped deliveries to russia because of Prigozhin's mutiny.
