Starting from 2024, entry to the European Union will be paid, according to the EU website.
Thus, starting next year, Ukrainians and citizens of other countries that have a visa-free regime with the EU will have to have a travel permit to enter most European countries and pay a mandatory entry fee under the ETIAS program (European Travel Information and Authorisation System).

The ETIAS travel authorization is a prerequisite for entry for visa-free citizens traveling to any of the 30 European countries. It is tied to the traveler's passport. It is valid for up to three years or until the passport expires.
If a citizen receives a new passport, he or she needs to obtain a new ETIAS travel permit.
The cost of issuing the permit is 7 euros per person. It must be obtained no later than 96 hours before the planned crossing of the border with the European Union, regardless of the type of transport the person plans to use.
With a valid ETIAS travel permit, you can enter the territory of European countries for as many short-term stays as you like – usually up to 90 days within any 180-day period.
ETIAS is only required for short-term visa-free travel to the EU. If a person has a visa or a resident card, no additional permits are required.
It is not yet known whether Ukrainian citizens who have temporary protection in the EU will need to obtain an ETIAS permit.
