The U.S. government is increasing pressure on countries that continue to supply goods to Russia in violation of sanctions, including through parallel import channels.

On Thursday, the US Treasury announced the blacklisting of more than 20 companies from China, Turkey and the United Arab Emirates, which, according to Washington, supplied sanctioned products to Russia.

In Turkey, 7 firms that supplied microcircuits, lithium-ion batteries, metal processing equipment to Russia, as well as purchased sanctioned goods in the United States and redirected them to companies associated with the Russian military-industrial complex, were subject to US blocking sanctions, the release said.

Separate personal sanctions, including, in particular, a visa ban, were imposed on Turkish citizen Burk Turken, who, according to American data, cooperated with Russian intelligence and was involved in the supply of technology to sanctioned companies from Russia.

The United States imposed sanctions on 12 companies in the UAE, one of the main "hubs" of parallel imports to Russia. According to OFAC, they supplied computer components, data processing equipment, satellite technologies, and spare parts for Western-made aircraft to Russia, which were left without the possibility of legal repair and maintenance due to the sanctions.

ARX Financial Engineering Limited, registered in the UAE, was also subject to US sanctions. The company was a participant in a scheme that allowed it to withdraw rubles from VTB Bank and convert them into dollars in violation of the sanctions, OFAC said.

In addition, three Chinese companies have been blacklisted. One of them, China Taly Aviation Technologies, supplied radar equipment to a Russian manufacturer of air defense systems. The other two, Beijing Jiahengde Technology and Shangyixianda Technology, made more than 100 deliveries of electro-optical and telecommunications equipment to sanctioned Russian entities.

The new major sanctions package – the second in the last two months – targets individuals and companies that "assist Russia in its unconscionable war against Ukraine by supplying much-needed technology and equipment from third countries," the US Treasury Department explains in a release.

Russia is unable to produce a significant portion of materials and goods for the military-industrial complex on its own and relies, in particular, on China, Turkey, and the UAE, which have become hubs for shadow exports to Russia, OFAC writes.
