Hungarian Prime Minister Viktor Orban, speaking at the congress of his Fidesz party, said he would resist the initiatives of the EU institutions, including the start of negotiations on Ukraine's accession to the EU.

Orban is constantly arguing with European institutions over issues such as authoritarian tendencies in Hungary. The European Union blocks the payment of funds allocated to Hungary from the union budget, and in response, Orban refuses to support certain areas of common foreign policy, which are often related to the war in Ukraine.
