Situation in the excise goods market remains bleak – Hetmantsev
Although the excise tax collection plan for 2023 is being exceeded every month, the situation is still complex

According to the head of the Committee of the Verkhovna Rada of Ukraine on Finance, Taxation and Customs Policy, Danylo Hetmantsev, the situation in the excise goods market is as follows:
- organised crime groups continue to operate, despite the war;
- there is a noticeable increase in illegal alcohol on the market;
- some manufactures are controlled by russians;
- in the legal market, the tax burden on different entities varies several times;
- artisanal tobacco production is thriving, widely using advertising in social networks and websites for the sale of tax-free products.
"Overall, the loss of revenue from the three excisable goods is estimated at least at one billion dollars. We see the solution to the problem in the joint efforts and responsibility of all law enforcement agencies, with clear deadlines," he concluded.
Background. Previously, Mind reported that the Verkhovna Rada might reintroduce VAT and excise taxes on the import of alcohol and tobacco for duty-free shops.
