The Verkhovna Rada has passed in the first reading a bill to simplify the conditions for conducting business during a state of war (emergency) in Ukraine. 263 MPs voted in favour.

This was reported by MP Yaroslav Zhelezniak.

Specifically, the document establishes that business entities will gain the right to conduct certain types of economic activity during a state of war (emergency) based on the submission of a declaration to the relevant licensing bodies, permitting authorities, and public service providers about conducting economic activity without obtaining permission documents, licences, or other results of public service provision, the receipt of which is provided by legislation.

It is noted that the procedure for submitting a declaration, restrictions on economic activity, requirements for the content of the declaration, as well as procedures for issuing permits will be determined by the Cabinet of Ministers.

The bill also envisages the extension of the term of licences that expired during a state of war until the end of the state of war and three months after its cancellation.

In addition, according to the document, a declaration is valid throughout the legal regime of martial law and three months from the moment of its cancellation.

The law also suspends routine inspections by licensing bodies during martial law.
