Ukrainians issued more than 15,000 transit declarations in 10 months of customs visa-free regime – Ministry of Finance

In 10 months of the customs visa-free regime, Ukrainians issued over 15,000 transit declarations in the NCTS (New Computerised Transit System) system, according to the Ministry of Finance of Ukraine.
The ministry notes that the total number of transfers from Ukraine over 10 months reached 12,363. In July 2023, 3,196 transfers were completed in Ukraine, which became part of the Convention on a Common Transit Procedure.
"Since the beginning of the NCTS international application, goods have been successfully delivered to destination customs in the customs territory of Ukraine under 2,653 common transit declarations. The number of such declarations in July 2023 reached 738," the Ministry reported.
According to the Ministry of Finance, as of the end of July 2023, 49 authorisations for the application of transit simplifications were granted to enterprises, including: 27 authorisations to use a general guarantee (including 8 to increase the reference amount of the general guarantee and 1 to use the general guarantee with a reduction of the reference amount to 30%), 18 authorisations for authorised consignor and consignee facilities, and 4 authorisations to use special type seals.
It is also clarified that currently over 20 applications from enterprises are at various stages of consideration.
"Since the launch of the electronic guarantee submission web service for use in common transit at the end of April 2023, 23 general and over 280 individual guarantees have been registered electronically by guarantors who have the right to guarantee the movement of goods under the common transit procedure," the ministry points out. It adds that currently, 5 guarantors actively use the electronic guarantee submission web service.
