No one is forcing Hungary to be a member of the European Union. This was stated by the EU High Representative for Foreign Affairs and Security Policy Josep Borrell.

Thus, Borrell responded to the statement of Hungarian Prime Minister Viktor Orban, in which he compared the European Union to the USSR.
"To be honest, I don't see any similarities between the Soviet occupation of Budapest and what happened in Berlemont (the headquarters of the European Commission). I didn't see a single tank there. No one is obliging Hungary to be in the EU," Borrell said.
On Monday, October 23, Viktor Orban compared the European Union to the Soviet Union during the celebration of the anniversary of the 1956 anti-Soviet revolution. He said that "it is not tanks coming from the East, it is dollars coming from the West, to the same places and to the same people."
"Fortunately, what was a tragedy for the first time becomes a comedy at best for the second time. Fortunately, Brussels is not Moscow. Moscow was a tragedy, Brussels is a modern parody," Orban said at the time.
He also noted that while the Soviet Union was unreformable, the European Union could still be changed, and next year's European Parliament elections would be crucial in this context.
